Donald Trump’s pledge to spend $1 trillion on America’s aging infrastructure over the next 10 years has drawn both praise and skepticism—igniting a debate in Washington about how to address a crucial issue. Earlier this year a report called “Failure to Act,” from the American Society of Civil Engineers, estimated that inadequate infrastructure spending could cost the U.S. almost $4 trillion in GDP through 2025, and some $14 trillion by 2040. Eventually taxpayers are going to pay for it—one way or another.
